Abstract
This talk focuses on the fantasies and fears of the state in Chhattisgarh as they relate to Maoists, human rights activists and ordinary villagers, and the encounters with the law these engender; as well as the rule(s) of law they endanger. Placed against the background of a decade long counterinsurgency operation, this paper looks at the specific case of three villages, two enquiries, and the construction of a national culture of impunity.
